Jefferson County sheriff's detectives announced Friday they have made three arrests in separate sex abuse cases over the past month, and asked the public for any additional information.
Over the last several months, the sheriff's office and other local agencies "have been busy investigating many sex abuse allegations," Detective Starla Green said in a news release.
"These cases take a lot of man hours and are very sensitive to the victims and their families, as well as the suspect?s families," Green said. "When the arrests are made, there is a large impact made on families and the community. We work long hours to make our community safer for our children. Juan Carlos Garcia, 39, of Madras, was arrested May 31 on six counts of first-degree rape, two counts each of second- and third-degree rape and one count of first-degree attempted sodomy, after an investigation that began in March, Green said.
Garcia, a long-time resident of Jefferson County, allegedly sexually abused a minor female, the detective said. The investigation began when the victim became an adult and was concerned about the safety of other minor females associated to Garcia, and reported her abuse.
Garcia remained held Friday at the Jefferson County Jail on $50,000 bail, pending a July 12 court date.
Seth Ray Aaron Roba, 21, of Redmond, was arrested Tuesday by Redmond police detectives on an outstanding felony warrant for nine sex abuse-related charges out of Jefferson County.
The investigation began earlier this year, alleging Roba engaged in a sexual relationship with a minor female while in Jefferson County. Roba was indicted by the grand jury and a warrant was issued for his arrest because the detectives in the case had information that Roba had left the state for a period of time, Green said.
With the assistance of the U.S. Marshals Fugitive Team and Redmond police, Roba was located and arrested in Redmond and later brought to the Jefferson County Jail, where he remained lodged Friday on $100,000 bail pending a court appearance next Thursday on a dozen counts of second- and third-degree counts of rape, sodomy and sex abuse.
Sheriff's detectives began an investigation March 18 into accusations involving Ernesto Torres, 32, of Madras, Green said.
A warrant was issued May 24 for his arrest following a grand jury indictment on first-degree charges of sodomy and sex abuse, as well as unlawful sexual penetration, Green said, adding that the victim was a female child.
Torres turned himself in to the Jefferson County Jail on May 30 and was released June 15 after posting 10 percent of his $350,000 bail, a jail officer said.
