The over 12,500-acre Waterman Complex of wildfires near Mitchell improved to 80 percent containment Tuesday -- as first one, then both lanes of Hwy. 25E reopened between Prineville and Mitchell for the first time in a week, with some restrictions still in place - headlights on, no stopping.
